Montgomery County police arrested four persons yesterday and charged them with first-degree murder in the Oct. 27 shooting death of a Germantown man in the parking lot of the Amity Garden Apartments in Emory Grove.

Twenty-two-year-old Andre Eugene Prather was killed by gunmen in a speeding car as about 100 people in the apartment building parking lot watched. Arrested for the shooting were: Julie K. Harrell, 22, of 9813 Bethesda Church Rd., Damascus; Irene Jane Walker, 21, of 17150 King James Way, Gaithersburg; Thomas Wayne Britton 22, of 107 Chestnut St., Gaithersburg; and Chester Allen Mowell, 23, of Germantown, who was arrested at the Montgomery County Detention Center where he was being held on unrelated traffic charges.

Sgt. Miles Alban of the Germantown investigative section said the .22-caliber bullet that hit Prather in the head may have been intended for someone else.

At the time of the shooting, according to police, Prather was standing next to 29-year-old Barry Fleming near an ice cream truck. Five shots were fired from a light green car on Gaithersburg-Laytonsville Road, which runs in front of the 50-unit, federal public housing project just east of Gaithersburg.

Earlier this month, Mowell and Britton allegedly threatened Fleming with a gun, police said, and the two were charged last week with assault stemming from that incident.

Police spokesman Phillip Caswell said the slaying was probably drug-related. Police have made 82 arrests relating to drugs at the building since December.
