ANC 7F commissioner Keith Vance Lucas, 22, who was elected last fall, resigned his position on Jan. 7, because he had not lived in his neighborhood for 60 days prior to the Nov. 6 election.
Lucas, who had lived at 4415 Falls Terr. SE, moved across the street to 4418 Falls Terr. on Oct. 30. The two addresses are in different single-member districts, the areas that make up ANCs. Lucas was elected from his new address. Martharene Smarr, who had run against Lucas and lost, complained to the ANC that Lucas should be disqualified because law requires that a commissioner live in a single-member district 60 days prior to election.
In his resignation letter, Lucas said Smarr had "collaborated behind closed doors against me since November 6, 1984." He vowed to "work as diligently against you Smarr in the upcoming special election as you did against me." Smarr could not be reached for comment.
Joseph Baxter, the registrar with the D.C. Board of Elections and Ethics, said the vacancy will be officially announced Feb. 1 in the D.C. Register. Anyone interested in filling the vacancy must file a petition with the signature of 25 registered voters from the single-member district by March 20. Petitions will be available at the Board of Elections and Ethics starting Feb. 4. The other ANC commissioner will select the new member at a public meeting.
