The D.C. City Council has announced the following public hearings on the mayor's proposed $2.27 billion budget for fiscal 1986. The hearings, which began Monday and continue through Feb. 27, take place in the council chambers on the fifth floor of the District Building, 1350 Pennsylvania Ave. NW.
