Most of the health plans that cover federal workers, postal employes and retirees in the Washington area will be cutting their premiums next year.

The government will hold an open season Nov. 4 through Dec. 6 when people can shop around for better, or cheaper, insurance for 1986.

Here's a rundown of health plans that are open to most feds in the Washington area. The premiums shown here apply only to white collar and blue collar workers who are paid every two weeks (26 pay periods). Retirees can figure their premiums on a monthly basis. In most instances postal workers will pay lower premiums because their employer picks up more of the tab:

*Blue Cross-Blue Shield: High option single coverage premium will be $30.61 next year, a decrease of 70 cents per pay period. High option family coverage will be $66.13, a decrease of $1.39. Standard option, single coverage will be $6.62, a decrease of 93 cents; family coverage, $15.96, a decrease of $2.71.

*Aetna: High option single coverage, $22.59, down $5.11 biweekly. High option family coverage, $33.99, down $8.86. Standard single coverage, $6.51, down 96 cents; family coverage, $13.93, down $2.05.

*AFGE Plan: High option single coverage, $15.87, down $7.32; family, $32.49, down $15.47. Standard single coverage, $9.56, down 13 cents, and family coverage, $19.67, also down 13 cents.

*Alliance Health Plan: High single, $9.53, down $2.16; high family, $35.18, down $6.01; Standard single plan, $5.97, down $1.09; family, $16.07, down $6.58.

*American Postal Workers Union: High single, $14.66, down $6.20; family, $28.66, down $12.88.

*Foreign Service Benefit Plan: single, $12.41, up $1.50; family, $34.85, down $2.06.

*Government Employees Benefit Association: High single, $17.64, down $1.99; family, $48.94, down $5.15; low option single, $7.81, down $2.62; family, $23.19, down $6.53.

*Government Employees Hospital Association: Single, $10.75, down 83 cents; family, $19.92, down $2.03.

*Mail Handlers Plan: High single, $5.07, down $1.91; family, $13.11, down $5.64; standard single, $3.13, down $2.82; family, $7.42, down $6.66.

*National Association of Government Employees: High single, $12.69, down $7.28; family, $32.06, down $17.05; single standard, $6.86, down $1.36; family, $16.37, down $6.49.

*National Association of Letter Carriers: Single, $16.56, down $2.84; family, $28.02, down $5.21.

*National Federation of Federal Employees: High single, $17.81, down 62 cents; family, $42.63, down $1.42.
