A 36-year-old Reston dermatologist has been charged with four felony counts of fraud in what Fairfax County police said yesterday was a scam to defraud Blue Cross & Blue Shield of thousands of dollars.

Dr. Robert W. Gurney of 2012 Colts Neck Rd. in Reston was arrested Monday morning at his home, Officer Connie J. Curran, a police spokeswoman, said yesterday. He was released on $40,000 bond, she said.

Curran said Gurney allegedly was overcharging his patients for surgery performed. Blue Cross & Blue Shield then would pay him directly based on his reports to them, she said.

Fairfax police started investigating Gurney in January when they received a call from Blue Cross & Blue Shield, Curran said. She said the insurance company had received calls from Gurney's patients complaining of high fees.

Curran, who said Gurney told police he sees 90 patients a week, said police randomly selected six of his cases and are bringing charges against him in four. She estimated the money involved in the four cases at $10,000.

She said the cases that were investigated by police occurred between February and July of last year. Gurney, whose office is at 11315 Sunset Hills Rd. in Reston, could not be reached for comment yesterday.
