An anonymous tip to the Crime Solvers hot line has led to the arrest of a 16-year-old Southeast Washington youth in connection with the death of his foster mother, Charlotte Johnson.

Robert Gibson of 1815 Minnesota Ave. SE was arrested by D.C. police and was being held yesterday on a fugitive warrant and a first-degree murder warrant issued by Prince George's County. The body of Johnson, 56, was found Monday afternoon wrapped in a bloody sheet in the basement of her home at 12017 Livingston Rd. A knife was found near her body.

Police said that Johnson, who had been Gibson's foster mother and who was named Washington's Foster Mother of the Year in 1984, died shortly after she answered a knock at her door. Two children, an infant and a 4-year-old, were in Johnson's care at the time of her death.

Wright said after receiving the tip Tuesday night, county homicide detectives and D.C. police waited outside Gibson's Washington home until about 10:30 p.m. when he got into a 1985 Chevrolet Celebrity. He drove a short distance before being stopped and questioned by police. The car was registered to his foster mother, police said.
