At their Dec. 10 meeting, ANC 2C commissioners:Voted to send a letter to the D.C. Redevelopment Land Agency (RLA), supporting a proposal by the Northwest Number 1 Community Partnership to build a 29-unit, moderate-income apartment building and to redevelop a former school building on First Street into a community services center. The RLA currently owns the property, which is between M and Pierce streets.Voted to recommend that the RLA consider a proposal from the Mount Vernon East Limited Partnership to build 54 moderate-income rental units at the site of the former wax museum, which is bounded by K, L, Fourth and Fifth streets NW.Voted to support an application to the D.C. Board of Zoning Adjustment by Alvin Guttman to run a coin-operated laundry in a residential zone at 1625 New Jersey Ave. NW.Voted to support an application to the BZA by the Safari Club to not provide 30 required off-street parking spaces for the club at 925 Fifth St. NW.Granted $450 to the Fuller Church Community Consortium for publication costs and granted $150 to Claridge Towers senior citizens apartments for an awards program.

N. CLEVELAND PK.-FOREST HILLS
The Nov. 30 meeting of ANC 3F began with a moment of silence in memory of Esther Hawkins, who died recently. She was an ANC resident and was active in the community.
The commissioners voted to oppose a request to the D.C. Department of Public Works by Connecticut Avenue Nissan, at 4221 Connecticut Ave. NW, to use a public sidewalk to display new cars.
The ANC also voted to send a letter to the D.C. Bureau of Traffic Services asking it to give residents until Feb. 1 to comment on a proposed traffic light at Wisconsin Avenue and Upton Street NW. The light is proposed at a controversial five-story, commercial/office building being built at 4100 Wisconsin Ave. NW. The project has been opposed by neighbors because of its size.
Neighbors also have objected to the paving of two roads that were laid adjacent to the northern entrance to Glover Archibold Park for the project. One of the roads runs through city-owned property that residents have used for a park. The other road will generate too much additional traffic on Wisconsin Avenue NW, neighbors say.
Valerie Costelloe has resigned as commissioner of Single Member District (SMD) 2 of ANC 3F. That SMD is bounded by Connecticut Avenue and Albemarle, 30th, Brandywine and Linnean streets NW. Residents of that SMD who are interested in representing the district may call the ANC office at 362-6120.
ANC 4A will meet at 7:30 p.m. Jan. 6 at the Fourth District Police Headquarters, 6001 Georgia Ave. NW.

O'Leary Ltd. to subdivide a lot and to construct six town houses and one semidetached house at 500-504 and 506 and 508 Groff Ct. NE;By Paul M. and Catherine F. Friday to build an addition to a single-family house at 611 F St. NE; By Moon Hee Park to open a restaurant with carryout service in a residential zone at 728 F St. NE.
At its Dec. 9 meeting, ANC 6A members elected the following officers for 1988: Clarence Martin, chairman; Marjorie Higgins, vice-chairwoman; Maureen Ormond, secretary; and R.D. Brown, treasurer.
ANC 6C will meet at 7 p.m. Jan. 4 in the community room of the Professional Building, 2041 Martin Luther King Jr. Ave. SE.
