ROLLING RD, 8314 -- By Eugene and Pamela Lacovey to continue operating a dog grooming shop in a residence. Conditionally approved for three years. 5 to 0. Brentsville District.

SPRUCE ST., 8220 -- By Greater Prince William Insight Inc. to operate a child care facility in a church. Special permits are required to operate all child care facilities. CARDINAL DRIVE WEST OF NORTHGATE DRIVE -- By Helen Pettis to rezone 21.7 acres from agricultural to suburban residential use. The commission stipulated that the homes be developed on 20,000-square-foot lots. 6 to 0. Dumfries District.

HORNER AND TELEGRAPH ROADS -- By Springfield Investment Partnership to rezone 28.1 acres from agricultural to general business use. 6 to 0. Occoquan District.

LINTON HALL ROAD SOUTHEAST OF DEVLIN ROAD -- By Richmarr Construction Corp. to rezone 596.8 acres from agricultural to suburban residential, suburban town houses and general business use. 5 to 1. Brentsville District.
