Advisory Neighborhood Commission (ANC) 1B will meet at 7:30 p.m. Jan. 13 at the Reeves Municipal Building, 14th and U streets NW. MOUNT PLEASANT

ANC 1E commissioner Alice Kelly testified Dec. 10 before the D.C. Human Services Committee on the Community-Based Residential Facilities Fair Distribution Act of 1987, which is being considered by the D.C. Council.

The bill proposes to distribute group homes for people with special needs, such as mentally retarded adults and juvenile delinquents, equally in each of the city's eight wards.

Kelly, speaking on behalf of ANC 1E, recommended amending the bill to expand the definition of a community-based residential facility to include hospices and homeless shelters and to include private as well as city-operated group homes in the equal distribution plan. Kelly also urged the city to consider the population and geographic makeup of a ward when deciding how many group homes to place there.
