A Northeast Washington man was shot in the head and fatally wounded last night while at a friend's apartment in Silver Spring, Montgomery County police said.

Morgan Eddie Clinkscale, 20, of 6512 Eastern Ave. NE was shot at about 7:30 p.m. in an apartment in the 800 block of University Boulevard, police said.

Although there were several witnesses of the incident, police said, investigators got conflicting versions of what happened and the motive for the shooting was undetermined. Police said they had no suspects.

Clinkscale's death was the first homicide of the year for Montgomery County.

Robert L. Berryman, director of the state police Bureau of Criminal Investigations, confirmed the investigation, but did not specify which library contracts are in question.

"I don't know anything about this," said State Librarian Ella Gaines Yates. "This is the first I've heard about it."

The library and Yates are already being investigated by the Joint Legislative Audit and Review Commission. The JLARC's review, which is the second in four years, is addressing complaints about library operations, including questions about several procurement contracts.END NOTES
