Three people were found slain in four hours in the District Thursday night and yesterday morning, including a cousin of D.C. Police Chief Isaac Fulwood Jr.'s, authorities said.

About 10:45 p.m. Thursday, police found the body of Deborah Ann Davis, Fulwood's cousin, in a parking lot at 12th and G streets SE.

Witnesses said they heard several gunshots and saw a man running west on G Street immediately after the shooting.

Davis, 28, lived in the 1200 block of Holbrook Street NE.

The body was found next to a Salvation Army center and in front of a public housing complex. Davis was taken to D.C. General Hospital, where she was pronounced dead at 11:25 p.m.

In the second slaying, two youths flagged down a police cruiser at Suitland Parkway and Firth Sterling Avenue SE about 12:30 a.m. and reported finding a body nearby.

Police later identified the victim as Varron Kenneth Carter, 23, of Capitol Heights. Carter, who had been shot, was pronounced dead at 2:15 a.m. by the D.C. Medical Examiner's Office.

About 1:15 a.m., police responding to a shooting in the 400 block of Douglas Street NE found Kevin Koonce, 20, suffering from gunshot wounds.

Koonce, of the 100 block of Franklin Street NE, was pronounced dead at 2:15 a.m.

Police said they had no suspects or motives in any of the three cases, which brought the city's homicide total for 1990 to 268, 21 more than the corresponding period last year.
