CITY OF COLLEGE PARK
The College Park City Council at its Oct. 23 meeting voted to change its voter registration deadlines and the way it maps out its City Council voting district boundaries to settle a federal court lawsuit brought by four University of Maryland students more than a year ago.
The suit argued that using only the number of registered voters to map out districts denies the students potential for political power because they tend to be concentrated in a single area and unregistered to vote or registered in their home jurisdictions. Therefore, they are represented by only one member of the eight-member City Council.
Under the settlement, agreed upon in a 5-to-2 vote with one council member absent, College Park will include recent census figures rather than voter registration figures when mapping out new districts next spring. Use of census figures is expected to more clearly reflect the actual number of residents in any district.
The city reexamines its voting district boundaries every five years in keeping with a 1982 Prince George's County Circuit Court order stemming from a similar lawsuit. The out-of-court settlement also calls for the city to pay $35,000 to a local attorney and the American Civil Liberties Union, who represented the students in the lawsuit.

CITY OF LAUREL
The Laurel City Council at its Oct. 22 meeting approved zoning ordinances covering installation of satellite dish antennas, tightening requirements for permits to operate liquor stores and allowing construction of senior citizen group housing on city-owned land.
The council voted to require permits for installation of large satellite dish antennas, and approved installation guidelines covering the size, location and number of dishes allowed. The city zoning code had not addressed the issue.
The liquor ordinance requires prospective liquor store owners to prove the store is needed in the particular area before the City Council will issue a favorable recommendation to the Prince George's County Liquor Board, which issues liquor licenses.
The senior group home zoning ordinance sets up for the first time zoning regulations that will allow developers to contruct senior citizen group housing on city-owned land. Laurel does not currently have group housing for senior citizens.
In other business, the council passed an ordinance making it illegal for residents to dispose of motor oil or other petroleum products in the city's storm sewers. City police and the Department of Permit and Code Enforcement have been authorized to issue $200 fines to violators.
