EMERGENCY TRANSITIONAL EDUCATION BOARD OF TRUSTEES

The board of trustees was created in 1996 by the D.C. financial control board to oversee management of the public school system through June 30, 2000. Subsequently, federal courts ruled that the control board had overstepped its powers and could not delegate such power. As a result, the trustees panel is now an advisory board. Final decisions are made by the control board.

PUBLIC CHARTER SCHOOL BOARD

The board was created by congressional legislation in 1996 so the District would have more than one board with the power to charter schools. Its members are appointed by the mayor. Like the elected school board, it has the authority to issue applications and grant charters to individuals or groups seeking to start public charter schools and to monitor those schools.
