Maryland education officials handed out $2.75 million in cash awards yesterday to 94 schools that have significantly improved their test scores over the past few years.

Among the winners were 38 area schools that received bonuses ranging from $19,509 to $38,427 for teacher training, new computer equipment, classroom supplies or other activities.

The three-year-old incentive program--a popular part of the state's education reform effort--came with a new requirement this year: Honored schools had to show that minority students made the same test score gains as the rest of the student body.

The new rule is a response to growing concerns within education circles about the lagging academic performance of many minority students, particularly blacks.

State officials said that schools should not be rewarded if a surge in overall test scores camouflaged poor performance by minorities.

At least 70 schools this year would have won cash grants under the old standards but did not because their successes were spread unevenly across racial lines.
