"I am nationally acclaimed as a public funds management and taxpayer service innovator. I was recently honored by the Municipal Treasurers Association of the United States and Canada for several first-in-the-nation tax payment systems, such as the Automated Taxpayer Service, allowing taxpayer authorized electronic debiting of payments from bank or credit card accounts, and the 1-888-2-PAY-TAX credit card payment by telephone system, as well as the Taxpayer Assistance Program, to provide aid to economically strapped taxpayers, and the much-copied State Non-Arbitrage Program (SNAP) to allow local governments to pool bond proceeds for managed earnings in compliance with federal regulations."
