Why should the voters elect you?

"I am a responsive, experienced community leader with a 24-year record of success--in the areas of education, transportation, the environment, community service and constituent services--that provides the broad experience to address the complex issues facing Fairfax County. I have worked with everyone in the community to bring disparate views to consensus, whenever possible, and made the tough decisions when necessary. I have fought to get more money in our classrooms, accelerate road projects and build more trails and athletic fields, and I initiated the revitalization of downtown McLean. I successfully worked with state and federal officials to accelerate rail to Tysons/Dulles."

What would you like voters to know about you?

"I have worked tirelessly, averaging over three meetings per night and holding 25 town meetings to personally hear and address citizen concerns from all parts of the district."

Barbara H. Phillips (D)

Age: 65.

Residence: McLean.

Education: Attended University of Chile.

Occupation: Self-employed interpreter.

Elected offices/civic activities: Former chairman, McLean Community Center Board; member, Governor's Commission on Block Grants; vice president, Fairfax YWCA Board of Directors; member, Executive Committee, Langley High School PTA; conference and diplomatic interpreter, U.S. Department of State.

Family: Married; four children.

Why should the voters elect you?

"The incumbent has pursued growth at any cost. When elected, I will insist on smart growth, which takes into account the impact of construction on our quality of life. We must target growth by locating it close to mass transit corridors, having it pay for itself through development-impact fees, and by building adequate public facilities at the same time. In our schools, we must improve standards, reduce class size and replace trailers with classrooms. Unlike my opponent, I will not be influenced by those who benefit financially from zoning decisions, since I am not accepting contributions from development interests."

What would you like voters to know about you?

"I am a citizen-candidate, a 37-year county resident who has nothing to gain by running except the opportunity to serve my fellow citizens."
