For example, the Portman-Cardin legislation that greatly increased the opportunity for workers to participate in pension plans was enacted into law during this term. I am proud that my legislation greatly expanded preventative health care benefits within the Medicare system. My priorities for the next Congress include expanding the federal government's role in the Chesapeake Bay Program."

What would you like the voters to know about you?

"I strongly support Congress passing a bipartisan budget that will not use Social Security revenue to balance the budget."

Long before the tragedy and the terror of Sept. 11, I supported a congressionally appointed commission headed by Donald Rumsfeld that determined that our enemies could attack our homeland in various unpredictable ways, a conclusion that finally overcame years of Democratic opposition."

Why should the voters elect you?

"I will take a leadership role in improving Maryland's key infrastructure: its public education and transportation systems. My Top Teachers proposal focuses on recruiting and retaining quality teachers for all our public schools. I will use my experience in implementing advanced technologies and government acquisition reform to promote smarter road and transit solutions. Finally, I will rely on my own extensive background in national security to protect our homeland, our values and our way of life. I will ensure that terrorists do not threaten democratic nations and that freedom and democracy are expanded worldwide."

What would you like the voters to know about you?

"Half the district is new, spanning Baltimore and three counties. I have lived in each of these areas and will proudly represent the entire district."
