Names Executive

Cheryl Kagen is the new executive director of the Carl M. Freeman Foundation. Kagen, a former state legislator, will oversee the Potomac-based organization's operations and act as the primary contact for beneficiary organizations.

Join City Law Firm

Michelle L. Lazerow has joined the Rockville-based law firm of Shulman, Rogers, Gandal, Pordy & Ecker PA. Lazerow will work on immigration issues relating to business, family and naturalization. Previously, Lazerow had her own firm.

Deborah L. Moran also has joined the firm and will work with the commercial litigation department. Moran was previously with the Gaithersburg law firm Conroy, Ballman and Dameron.

Simon M. Nadler is a shareholder in the firm's corporate department, focusing on business transactions, including mergers and acquisitions, angel investor and venture capital financings, and securities offerings. He was previously with Kirkpatrick & Lockhart LLP in the firm's District office.

Picks Project Head

Juancho Serquina is the new project engineer in the Rockville office of the engineering firm Burgess & Niple. He will be responsible for providing site civil engineering for residential and commercial development and public infrastructure projects.

Rockville Nonprofit

Hires Director

Sally Sternbach is the new executive director of the Greater Rockville Partnership, a nonprofit organization with Rockville's economic development sector. Sternbach previously worked in the civilian federal government sector.
