Fatal hit-and-run: A 20-year-old Woodbridge woman was killed early yesterday when her car was struck on the passenger side by a pickup truck and pushed into oncoming traffic as she made a left turn in the Springfield area. Fairfax County police said the truck driver, whom they identified as Oscar Rene Bonilla, of the 8100 block of Blairton Road in Springfield, turned himself in last night, almost 24 hours after he fled the scene on foot.

Bonilla, 25, was charged with felony hit and run and was being held without bond late last night after arriving at police headquarters with his attorney, said police spokeswoman Mary Mulrenan.

Police said Kathryn Anne Southard, of the 2200 block of Jennings Street, was driving a 1992 Subaru Legacy on Byron Avenue. About 12:35 a.m., she was making a left turn onto Old Keene Mill Road when a 2003 Ford F-150 pickup truck hit the Legacy, pushing it across the median. Southard was pronounced dead at the scene.

The pickup also went across the median and crashed into a tree before the driver fled, police said.

Girl reports flasher: A 13-year-old girl told police that a man exposed himself to her as she waited alone Tuesday morning at a school bus stop in Clarksville, Howard County police said yesterday.

The girl told police she ran home, where her mother called authorities. The man, who appeared to be in his thirties, was driving an older-model dark green pickup truck with box-shaped headlights, police said.

Anyone with information is asked to call police at 410-313-3200.
