What do you think is the most urgent problem facing your jurisdiction?

"The skyrocketing cost of living in the region is the most urgent overall problem, since it affects people of all ages and from all walks of life. However, this is really a web of interconnected issues driven by the growing costs of housing and health care, the failure of the state to fully fund education and transportation, and unfair tax policies that are pushing out senior citizens, others on fixed incomes and homeowners who teeter at the edge of being able to pay their bills. It's also urgent that we fight the growing attacks on gay rights and women's rights."

Why should voters elect you?

"I'm the only candidate with new ideas, fresh energy, a strong progressive vision for the future and a proven record of fighting for what's right."

What do you think is the most urgent problem facing your jurisdiction?

"Transportation: Traffic and insufficient mass transit make everyone's daily life unpleasant and threaten our economic health. We must focus on improving mass transit and walkability and continue our leadership in smart growth and pedestrian safety initiatives that help keep people out of cars. Overall, Virginia needs more transportation funding, including: a dedicated funding stream for Metro; more investment in repair or replacement of deteriorated bridges and roads; extending the rail system to Tysons Corner -- the only major job location in the region without rail transit. Transportation improvements are also needed for successful development in the Route 1 corridor."

Why should voters elect you?

"I'm a proven leader who's shown she can represent a large, diverse district and build coalitions across state and party lines to get things done."

Richard R. G. Hobson

DEMOCRAT

Age: 73

Residence: Seminary Hill, Alexandria.

Education: BA, history, Princeton University; JD, Law, Harvard University.

Occupation: Partner/consultant, McGuire Woods LLP.

Elected offices/civic activities: Member, Virginia House of Delegates, 1976-80; former co-chairman, Alexandria Kerry Presidential Campaign; member, Alexandria Democratic Committee; member and former chair, Alexandria Democratic Committee Executive Board, chairman, Resolutions Committee; member, Alexandria Library Board; board member and past president, Alexandria Library Company; board member and past president, Seminary Hill Civic Association; trustee, Shenandoah Valley Battlefields Foundation Inc.; trustee, Greater Washington Board of Trade; former co-chairman, Regional Development Task Force.

What do you think is the most urgent problem facing your jurisdiction?

"Transportation gridlock. The Washington metropolitan area holds the title as 'third worst in the nation.' Already certain neighborhoods are choked at rush hour and residents can't get out of their driveways and subdivisions. We desperately need help for Metro, rail and highway infrastructure. This urgent need can only be met with a regional response, a regional authority with a dedicated revenue source. Otherwise, the economic development and job growth we have enjoyed will be at risk. When I am sworn in, I will use the clout from my four years of legislative seniority to deliver real solutions."

Why should voters elect you?

"Because I am the only candidate with previous legislative experience and seniority as a Virginia delegate, for which service I received an Outstanding Legislator Award."

Jim K. Lay

DEMOCRAT

Age: 39

Residence: Old Town Alexandria.

Education: BA, philosophy, MA, international transactions, JD, George Mason University.

Occupation: Attorney, the Law Offices of James K. Lay, PLLC.

Elected offices/civic activities: Former prosecutor, City of Alexandria; committee aide, U.S. Sen. John Kerry; staff, Virginia General Assembly; member, Virginia Bar; member, Alexandria Chamber of Commerce; member, Agenda Arlington; member, Alexandria Bar Association; former commonwealth's attorney representing Alexandria Economic Opportunities Commission; former member, Downtown Civic Association; former member, Public Records Advisory Commission; member, Alexandria Democratic Committee.

What do you think is the most urgent problem facing your jurisdiction?

"Fair allocation of funds. We are paying out more in taxes than we are receiving back from the state, particularly when it comes to education. The existing funding formula provides state funds as a function of property value -- the wealthier the area, the less state funding we receive. This fails to capture and address unique challenges affecting education in our area, such as educating a large international population with children from 85 nations speaking 55 different languages. The commonwealth must look at the full picture when establishing need, not simply property value. I will fight to make that happen."

Why should voters elect you?

"Endorsed by the Arlington and Alexandria police, I'm prepared with a detailed plan to make our community better for everyone, and especially for the kids."

What do you think is the most urgent problem facing your jurisdiction?

"Traffic. Every voter I talk with in the 45th complains about their commute to their jobs and even the amount of time it takes to go to a grocery store. Traffic congestion is negatively affecting the quality of life in our district, and one of my priorities is to address these urgent needs by encouraging increased investment in public transit."

Why should voters elect you?

"I'm a Mark Warner kind of Democrat; I believe in getting results. And my record of service has demonstrated I'll get results for our district."

Elsie M. Mosqueda

DEMOCRAT

Age: 61

Residence: Parker Gray District, Alexandria.

Education: BA, political science, MS, forensic science, George Washington University.

Occupation: Aide to Del. Brian Moran (D-Alexandria) until Feb. 28, 2005.

Elected offices/civic activities: Delegate, Democratic National Convention; member, Alexandria Democratic Committee; co-founder, Alexandria Non-Profit Council; member, Alexandria police chief's advisory group; board member, Alexandria Police Foundation; co-coordinator, Citizens Against the Stadium; past vice president, League of Women Voters; former chief election official; former board member, Potomac West Business Association; former member, Alexandria United Way Executive Committee; former member, Save the Alexandria Clinic; former commissioner, Alexandria Early Childhood Development Commission.

What do you think is the most urgent problem facing your jurisdiction?

"The most important challenge for the next delegate will be to preserve and improve our quality of life. Our community cannot continue to thrive unless we fully invest in our public school systems, reduce traffic congestion by focusing on moving people rather than automobiles, protect our natural resources, give local communities the power to stop gun violence, provide affordable health care, and respect the diversity that is a vital part of our community. I will ensure that our voice is heard and respected in Richmond."

Why should voters elect you?

"My decades of experience as a community leader and a decade of legislative experience have given me the tools to effectively represent the 45th District."
