Sex Offenders Tracked Howard County police said they have now found all but six of the county's 76 registered sex offenders.
Police recently visited the homes of child molesters, rapists and other offenders to verify their addresses in the statewide registry.
A judge issued warrants Wednesday for 13 missing sex offenders in Howard County. Police have arrested seven and are continuing to track the remaining offenders.
Detective Cpl. Matthew Tanis said that investigators "have leads on almost all of them."
Police began the checks last week after the search for a convicted rapist accused of killing his teenage stepdaughter in Essex brought to light statewide gaps in the voluntary reporting system that tracks sex offenders. Carl Evans, 35, has since been taken into custody.
Charge in Slaying A 15-year-old Annapolis resident has been charged with manslaughter and other offenses in the shooting of Temont K. Fisher, 20, in the city Tuesday, police said Thursday.
The juvenile, whom police did not identify, was arrested at his home in the 700 block of Newtowne Drive on Wednesday afternoon and was ordered held at the Cheltenham Youth Facility. Police did not offer a motive for the homicide, the third in Annapolis this year, but said evidence supported charges of manslaughter, assault, possession of a handgun and reckless endangerment as a juvenile.
Police responding to a complaint of a loud party Tuesday night found Fisher in a parking lot in the 1300 block of Tyler Avenue. Fisher, of Brooke Court in Annapolis, had been shot in the neck. He was pronounced dead at Maryland Shock Trauma Center.
Slain Man Identified Authorities identified the man slain in a quadruple shooting Thursday in the District as Waverly Martin, 55, of North Carolina.
The killing occurred about 8:30 a.m. when a masked person opened fire with an assault rifle on a box truck in the 5700 block of Sixth Street NE, police said.
Martin, who was in the cargo space, and three others in the truck were hit. Martin fell out of the truck and was found dead in the 400 block of Madison Street, police said. The other victims -- two 17-year-olds and a 40-year-old -- were hospitalized in stable condition. One man was not hurt. Martin was not believed to be the intended target.
* Rauque Johnson, 23, was identified yesterday as the man found fatally shot at South Capitol and Danbury streets in Southwest early Thursday, police said. Johnson, of the 3700 block of Jay Street NE, was found shot to death about 5:30 a.m., police said.
Sex Charge An Oakton man was arrested Thursday night for allegedly fondling a teenage boy who was visiting his home last month, Fairfax County police said yesterday.
Police said the boy, 15, was spending the night at a friend's home July 18 and was lying on a mattress on the floor when the friend's father came in to give him a massage. The boy reported that the friend's father then fondled him. The boy left the home and told his parents, who called police.
Detectives this week obtained a warrant charging Nicholai Kolesnikoff, 58, of the 2800 block of Silkwood Court with one felony count of custodial indecent liberties. Kolesnikoff turned himself in to police Thursday night. Kolesnikoff serves on the board of trustees of the Flint Hill School in Oakton.
