Labor Day Closings
Howard County's government offices, courts, libraries, animal shelter and landfill will be closed Monday for Labor Day. Police, fire and 911 emergency services will operate. For non-emergencies, call 410-313-2200.
Parking meters are not free on Labor Day. Trash, recycling and yard trimmings will not be collected. Households with regular Monday trash collections will have their pickup Tuesday; households with Monday recycling routes will have their next pickup Sept. 12.
Open Budget Meeting
The Columbia Council will meet at 8 p.m. next Thursday to give residents an opportunity to present ideas and concerns before the annual budget is drafted. The session will be held at the Columbia Association headquarters, 10221 Wincopin Cir., Columbia. For more information, call 410-715-3000.
Harriet Tubman Day
The Harriet Tubman Foundation of Howard County Inc. will honor county teachers during Harriet Tubman Day 2005 from 10 a.m. to 6 p.m. Sept. 17 at the Atholton High School and Harriet Tubman Building, 6520 Freetown Rd., Columbia.
Activities will include an open microphone for former teachers, entertainment and tours of the building named for Tubman, who was born a slave in Dorchester County around 1820 and helped several hundred escape through the Underground Railroad.

The county's annual Farm-City Celebration will begin Sept. 17 and run through Oct. 2. The start will be hosted by the University of Maryland's Central Maryland Research and Education Center, 4240 Folly Quarter Rd., with a free bus tour of local Howard farms beginning there at 9:30 a.m. and an open house held from 10 a.m. to 3 p.m.
In addition, there will be an open house at the Stillridge Herb Farm and an art show and open house at the new Howard County Conservancy. Other events will include plant clinics, square dancing, scarecrow-making , apple-butter making and hayrides.
