Special Committee on a Comprehensive Policy for Local, Small and Disadvantaged Business public oversight hearing, Room 412, 10 a.m. The state of the District's local, small and disadvantaged business enterprise program and the outlook for enhancing program opportunities.

Monday

Consumer and Regulatory Affairs public hearing, 10 a.m. The Medical Insurance Empowerment Act," Bill 16-190. To amend the Hospital and Medical Services Corporation Regulatory Act of 1996 to require the mayor to periodically examine the adequacy of surpluses maintained by corporations subject to the act; to establish a legal standard to which the directors and officers must conform the operations of the corporations; and for other purposes.

Human Services public roundtable committee, Room 412, 10 a.m. "Permanent Guardianship for Grandparent Caregivers Amendment Act," Bill 16-180. To amend Title 16 of the D.C. Code to expand the benefits of the permanent guardianship program to children who have not been adjudicated neglected but would likely become so if not for being in the care and custody of a grandparent.

Wednesday

Judiciary public hearing, 11 a.m. "District of Columbia Community Protection Act," Bill 16-241. To establish, within the Metropolitan Police Department, the Division of Special Community Operations, whose purpose would be to patrol the District's communities, including business corridors, neighborhoods, school areas, and any public event that attracts more than 50 individuals; to provide staffing requirements for the Division of Special Community Operations; and to require the Metropolitan Police Department to conduct a study to determine the most appropriate assignment of officers in the defined areas.

Public Works and the Environment, Room 123, 2 p.m. The committee's agenda had not been set at press time.
