Drive-By Shooting A teenager was killed and two others were wounded in a drive-by shooting yesterday afternoon at a Southwest Washington corner, D.C. police said.

Several men were standing in the 1300 block of First Street SW, across from a city recreation center, about 12:30 p.m. when someone fired from a dark green Lincoln Continental, killing Gregory Kirkland, 18, of the 1400 block of Third Street SW, said 1st Police District Cmdr. Diane Groomes.

Kirkland, a high school student in Maryland who was visiting his mother, was hit in the arm and body and died at Washington Hospital Center. A 19-year-old was shot in the hip, and a 17-year-old was struck in the leg. Both were taken to hospitals, Groomes said.

Many of the onlookers scattered after the shooting, and police found plastic bags of drugs at the scene, Groomes said. The shootings appeared to be "a random drive-by," she said.

Identity Theft Charge A Brooklyn, N.Y., man was arrested Saturday at Fair Oaks Mall after he allegedly used other people's identities to establish credit accounts, Fairfax County police said yesterday.

Police said Kevin Downs, 47, previously operated a kiosk at the Potomac Mills outlet mall that solicited shoppers to apply for credit cards. Authorities said he owns a company that might have legitimate authorization to do so. Investigators believe Downs might have taken some information from those credit applications with him to Fair Oaks.

Officer Bud Walker, a Fairfax County police spokesman, said Fair Oaks officials became suspicious of Downs on Saturday afternoon and alerted police. Walker said Downs was found with counterfeit credit cards and driver's licenses, as well as financial information about other people.

Downs was arrested and charged with three counts each of forgery, fraud and identity theft. Police advised all those who filled out a credit application at a Potomac Mills kiosk to monitor their credit history.
