2 Expanded Parks Reopen The Montgomery County Department of Parks has reopened Winding Creek Local Park in Wheaton and Hoyles Mill Local Park in Boyds after completing construction projects. A playground, two resurfaced soccer fields, a new plaza area, trails and two new basketball courts make up the Winding Creek project. The playground, trails and basketball courts are opening immediately, while the soccer fields remain closed to allow the turf to grow.

The 17-acre Hoyles Mill Park includes a softball field with fencing and dugouts, a basketball court, a picnic shelter, access paths and parking for up to 50 vehicles.

Winding Creek is at 12326 Dewey Rd. in Wheaton. Hoyles Mill is at 14040 Tatani Dr. in Boyds. For information, call 301-650-2866.

Leggett Airs Concerns Montgomery County Executive Isiah Leggett plans to host his fifth town hall meeting at 7:30 p.m. March 22 at Ritchie Park Elementary School, 1514 Dunster Rd. in Rockville.

"I want to keep what's working, fix what's not, and make sure everyone has a seat at the table," Leggett said in a statement. "I need to hear from county residents directly about their concerns and ideas."

Upcounty Library to OpenThe new Germantown Library will open at 10 a.m. next Thursday with a ribbon-cutting ceremony to be attended by local elected officials and library representatives.

The 44,000-square-foot facility is at 19840 Century Blvd., next to the BlackRock Center for the Arts.
