PRESIDENT CARTER, apparently fed up with the low-grade questioning from the White House press corps, has decided to resume regular travels among the citizenry at large.

The president often has said that he gets better questions from ordinary citizens at "town meetings" than he does from Washington reporters. It is possible that ordinary citizens ask him questions that no Washingtion reporter would dare pose. Consider these dozen queries, taken from White House transcripts of the Carter travels:

1. Our 2d grade children would like to ask these questions: What part of your job is the hardest? What part of your job do you enjoy the most? And do you get dizzy flying in Air Force One? (Bangor, Maine, Feb. 17, 1978)

2. We have seen Route 495 torn up for two years with millions spent for what looks like beauty treatment...during the repair of this road, maybe you could help to have a connector built in Clinton? (Clinton, Mass., March 16, 1977)

3. How would you like to be the first president of the United States to honor us by being a member of the Beaver Castle Girl Scouts? (Aliquippa, Pa., Sept. 23, 1978)

4. Please send our fondest wishes to your wife, and we love you. (Bangor, Feb. 17, 1978)

5. My first question - I would like to ask you, do you think you will run for a second term of office? And also, I would like to ask you, if possible, and if Rosalynn wouldn't mind, could I please give you a big hug? (Aliquippa, Sept. 23, 1978)

6. I was wondering, does Amy boast or brag because you are the president of the United States? (Portsmouth, N.H., April 25, 1979)

7. What about the grafitti? Could there be some kind of - like a fund put aside in the city or somewhere where the residents or business people can go and buy a couple of gallons of paint to clean up the walls that have been sprayed? (Los Angeles, May 17, 1977)
