Columbia Technical Institute in Arlington, is offering a special course in building construction estimating, beginning Monday. The course includes training needed by estimators, construction superintendents, foremen and builders. Other courses cover national electrical codes, heating, ventilation, air conditioning and drafting. Day and evening classes are available.

The Charles County group of the Suburban Maryland Home Builders Association will meet Tuesday evening at the Hawthorne Country Club in LaPlata, Md., to talk about home solar heating systems.

Monte West, former vice president and mid-Atlantic general manager of National Homes, resigned recently to form West Homes, Inc. He said he will continue to build units at the "Seasons 4" development in the Herndon area, where he has purchased 94 remaining lots from National Homes. West also plans to build houses in the $140,000 range in the Vienna-Oakton area.

George White, architect of the Capitol, will be the speaker Tuesday when the Lambda Alpha (land economics) fraternity meets for lunch at the Touchdown Club. He will discuss a master plan for Capitol planning.
