Sen. Hubert H. Humphrey (D-Minn.) will be presented the Nathaniel S. Keith award Monday evening at the Capital Hilton as a highlight of the 46th annual convention of the National Housing Conference that begins here this weekend. Humphrey, who was elected mayor of Minneapolis in 1945, is being honored for his support of better housing and community development in the intervening years.

Long & Foster, Inc., realtors, announced that Cornelius L. Dolby has completed negotiations for the mutual transfer of a four-acre industrial tract in Reston for four Atrium I condominium units in Reston. The settlement totaled $700,000. A group of investors headed by Charles A. Veatch plans to develop a mini-warehouse on the industrial tract.

Andreas V. Kissal, former vice president an chief operating officer of MGIC Mortgage Corp. in Milwaukee, has joined Steed Mortgage Co. here as vice president for marketing.

The National Rental Housing Council, a new group of people interested in promoting and preserving rental housing opportunities, now has offices at 1122 Connecticut Ave. NW. Irving M. Kriegsfeld of Washington is chairman of the group and Chris Lusk, also of Washington, is secretary.

Mickey Keyser has been honored by MCD Holdings, Inc., for 20 years of service with the firm headed by Albert W. Turner.She is in the mortgage department of the firm, which has been building homes in this area for 30 years.

C. J. Cross & Associates, Inc., a commercial mortgage banking firm based at Tysons Corner, has arranged $9.8 million "wrap-around" financing for the 16-story Chevy Chase Office Building. A spokesman said the new financing enables the owners of the building to recapture equity capital and capital appreciation without substantially increasing the annual debt service. A "wrap-around" mortgage provides a new loan over and beyond an original loan.

The written examination for brokers and sales agent licenses in the District will be given March 22, beginning at 8:30 a.m., at the Skyline Inn.
