Economist John Kenneth Galbraith will be the key speaker at the Sept. 6 convention of the International Union of Building Societies and Savings Associations in San Francisco. The union's president is Washington's John W. Stadtler,who heads the National Permanent Federal Savings & Loan Association. Theme executive changes were annnounced recently by Gulf Reston, Inc. Robert T. Rathbun has been names to the newly created poss of executive vice president of Routh Robbins Real Estate. Rathbun comes from California, where he was a senior vice president of Forest E. Oison, one of the state's largest reality firms.
Wallace C. Wilson has announced formation of Mortgage America, based in Rockville's One Central Plaza. Wilson, who was formerly with the Steed Mortgage Co., said Mortgage America will specialize in marketing loans, while two subsidiaries (Mortgage Maryland and Mortgage Virginia) will provide local servicing and origination.

James R. Novak, president of the Maryland Building Officials Association, was among 130 state officials who attended a Utah seminar recently on implementation of new energy standards. The purpose of the workshop, sponsored by the U.S. Energy Research and Development Administration and the National Conference of States on Building Codes and Standards, was to prepare in their states in the new standards. Novak is director of the Prince George's Department of Licenses and Permits.
