Permanent financing of $11 million has been obtained from New England Mutual Life Insurance Co. for the building that (Gerald J.) Miller-Connecticut Avenue Associates is completing on leased land over the Metro station at the northeast corner of Connecticut Avenue and L. Street, NW. James W. Rouse & Co., Inc., arranged the mortgage financing for the 180,000-square-foot building, which is expected to be completed next fall.

The Montgomery County Democratic Central Committee is sponsoring a forum today on varied issues and their relation to the future of the county. Mortimer and Adele Lebowitz of McLean, who bought the Marriott Corp.'s executive office complex at 5161 River Rd., Bethesda, have leased it to the corporation until it can move to a new headquarters under construction at Route 1-270 and Democracy Blvd., Bethesda. Lebowitz said the River Road complex will be leased.

Banco Mortgage Co. of Minneapolis has arranged construction financing of $5.8 million for the 204-unit Wakefield Terrace apartments in Charles County. Md., under FHA Section 236 financing. Construction General, Inc., of Silver Spring is the builder and Collins & Kronstadt, Leathy, Hogan, Collins the architect. Completion is scheduled for late next year.
