Frank S. Phillips Jr. has been named president of Frank S. Phillips Builders, Inc., succeeding his older brother, Leland H. Phillips, who will be chairman of the board. A commercial pilot, the new president joined the firm in 1974 after working for the Labor Department and the Civil Aeronautics Board as an economist. The firm was founded nearly 50 years ago by his late father.
William A. Ross of Columbia has been named president and chief operating officer of Charter Homes, a company founded by Harry H. Frampton III, president of Brandermill Group in Midlothian, Va., where the new firm will build. Ross formerly had an executive post with the Ryland Group in Columbia.
Nyman Realty, Inc., has acquired Carter Realty, Inc., of Springfield, Va., in a merger. Broker Joe Carter will continue with the office. The new Nyman office, managed by Martha Dodge, will be the first Virginia location of the Nyman firm, which has offices in Prince George's and Charles counties.
William Murdock has been elected president of Columbia Real Estate Title Insurance Co. He had been serving as executive vice president of the firm, an afiliate of American Title Insurance Co. of Miami.
Peter Vidi Sr. has been elected president of the area chapter of the National Association of Independent Fee Appraisers.
