C. Matthews Hurley II, a project mortgage analyst with the Federal National Mortgage Association, has been designated a certified property manager by the Institute of Real Estate Management.

Allan J. Fried and Bruce C. Winston, who recently completed 100 town houses in Laurel, have formed Allwin Building Corp. at 5454 Wisconsin Ave., Chevy Chase. The firm plans to do both commercial and residential projects, including another 438 town houses in Laurel.

James E. Mills Jr. has been elected president of Associated Builders & Contractors of Metropolitan Washington, an association of independent contractors based in Silver Spring. Mills is president of Mills-Russell, Inc., an electrical contracting firm in Prince George's County.

Lee C. Shur, of Gulf Reston, Inc., was named sales and marketing person of the year by the National Association of Home Builders at its recent convention in Dallas. He also was elected to the executive board of the NAHB Member Institute of Residential Marketing.

William C. Miller has been elected chairman of the board of the W.C. and A.N. Miller Development Co. Crampton last year. Miller, who has been with the firm since 1947, is the son of one of the co-founders.
