James W. Rouse, chairman of the Rouse Co. and the leading figure in the development of the 11-year-old new town of Columbia, Md., will talk about the social responsibilities of the housing industry at the Thursday evening meeting of the Institute of Real Estate Management at the Golden Ox restaurant. Rouse is a major supporter of Jubilee Housing Inc., a nonprofit firm that rehabilitates low-income housing in the Adams-Morgan area.
