An energy conservation seminar is scheduled to begin today at 8:30 a.m. at the Holiday Inn in Silver Spring. Developed by the National Home Improvement Council and the Alliance to Save Energy, the seminar is the first of nine to be held in different cities. The purpose of the all-day program is to train and qualify home remodelers as residential energy retrofit specialists.

Construction and permanent financing for Sylvan Manor Health Care Center in the Capital View area of Silver Spring, a 130-bed expansion of an existing facility owned and operated by Morton, Selma and Sanford Rosen, has been arranged by American Development and Finance Corp. of Rockville. The $3.4 million, federally insured loan was arranged through the issuance of securities backed by the Government National Mortgage Association. Stauffer Construction Co. of Wheaton is the general contractor.

Walker & Dunlop of Washington arranged $4.3 million in permanent financing for the Center Plaza Shopping Center in Dale City. The loan for the 106,700-square-foot shopping center on 13.3 acres was placed with Great-West Life Assurance Co. of Winnipeg, Canada. Cecil D. Hylton, whose firm developed Dale City, is the owner of the shopping center.
