A 160-unit, 12-story oceanfront condominium, called Dolphin Club, will be started in September, according to Prince George's County developer Michael G. Cappy. Sited at 66th Street on the Ocean Highway, the building will have 26-foot-long balconies overlooking the ocean. The general contractor will be J. Roland Dashiell & Sons of Salisbury, Md. The architect is Charles W. Englehart of Annapolis. Sales will be handled by Moore & Warfield of Ocean City.
W.C. and A.N. Miller Development Co. has moved its Spring Valley office to 4860 Massachusetts Ave. NW, near where the 67-year-old firm will build 35 homes in a triangular tract at Massachusetts Avenue and 47th Street. Nine of the 11 homes under construction have been sold at prices ranging from $229,000.
The Braedon Companies, headed by James L. Eichberg, has opened branch office in McLean and Landover. Thomas L. Woodhouse heads the McLean office that also will serve Montgomery County and Robert E. Polley is in charge of the Landover facility.
The Northern Virginia Board of Realtors reported that residential sales through the multiple listing service totaled $185,522,351 in July, with 2,242 dwellings being sold. In July 1978, 2,082 houses were sold for a total of $149,599,574.
Conrad Wyvell, a veteran in commercial sales in this area, has joined Realty World Commonwealth Properties in Vienna as director of sales. Kathleen McEachran is the broker of the firm, one of 36 franchised Realty World offices in this area.

Miller & Smith, a Northern Virginia home building firm, plans to build one and two-story condominium dwellings in town house configurations in Burke Centre. The firm plans to build 186 dwellings over the next two year. Initial prices begin about $55,000.
Blake Construction Co. is the general contractor for the construction of the new embassy for Israel started at Reno Road and Van Ness Street NW. Stanley Prill, president of the Blake firm, said that the building is expected to be completed next year. Cohen & Haft, Holtz, Kerxton & Associates designed the embassy to reflect Middle Eastern and Mediterranean influences.
Two engineering and land planning firms have opened new branch offices. Dewberry, Nealton and Davis now has an office in Annapolis and Greenhorne & O'Mara recently set up a new office in Rockville.
Ground was broken recently for a 60,000-square foot development of office space at Sunrise Valley Drive and Reston Avenue in Reston. Centennial Contractors of Springfield is the builder. Beery, Rio Associates designed the buildings.
Asher Viente, a senior property manager with the Charles E. Smith Companies, has been named president of the newly formed Property Management Association of America. Viente is also the president of the PMA of metropolitan Washington.
Peter V. Savage has been named corporate secretary of the Ryland Group Inc., a Columbia-based, national home building firm. Savage has a law degree from the University of Pennsylvania.
Brad Cole has been named vice president of financial development of Holland & Lyons Associates Inc., a realty development firm based in Georgetown. Cole joined the firm in 1978 and served as vice president for condominium development.
Ken Cibroski has been named vice president of Realty World Corp., a national real estate franchising group based in Annandale. William Janeski is president of Realty World.
Bruce C. Rhoades has been installed as president of the Home Owners Warranty Corp. of Northern Virginia.
