The Rose Hill Shopping Center on Franconia Road in Springfield has been purchased for $5.1 million from Mortgage Investors of Washington by a group of Dutch investors represented by Savage/Fogarty Companies in Alexandria. Built in 1960, the 119,000-square-foot shopping center will be renovated and modernized under the direction of Savage/Fogarty, which handles leasing and management.

"Developing the City" will be the topic of a meeting of the D.C. Builders Association to be held Tuesday evening at the Touchdown Club. City planning and housing officials will participate in the program.

Plans and models are proposed chanceries to be built on the new International Center side on Wisconsin Avenue NW will be seen in an exhibition that opens Tuesday at the Octagon building of the American Institute of Architects. The exhibition continues through Dec. 30.

Merrifield Center, a $3.2 million, eight-story office building, is planned at 5826 Lee Hwy., Fairfax. It was designed by Kohler, Daniels & Harrell. The developer is Merrifield Associates. G & C Construction is the builder of the $3.2 million, eight-story building. Leasing will be handled by Shannon & Luchs.

Permanent financing of $11 million on the Casimir Pulaski building at 20 Massachusetts Ave. NW has been arranged by Walker & Dunlop for the owner, Romanek Golub & Co. of Chicago. The eight-story office building with 262,000 square feet of space was completed in 1974. It is leased to the General Services Administration.

Greenhoot Inc. has announced the sale of the 15-year-old Capitol View office building at 5809 Annapolis Rd., Hyattsville, for more than $1 million to TPK Properties. The six-story building was developed by Charles Luria.

Curtis T. Bell, formerly a member of the staff of the National Association of Home Builders, has opened his own real estate office at 1812 Adams Mill Rd. NW.

Heritage Ralty Co. Inc., based in Severna Park, has joined forces with W. Calvin Gray Jr. & Associates Inc.
