The National Housing Partnership is sponsoring the development of the 162-unit Key Parkway West apartment complex in Frederick, Md. The mortgage has been insured by the Federal Housing Administration. Construction financing was made by a division of the Maryland Department of Economic and Community Development. Low- and moderate-income tenants will be eligible for federal rent subsidies when the buildings are ready in 18 months.
Construction is under way on the seventh section of town houses at Kettering, a community being developed in the Largo area of Prince George's County by MCD Enterprises Inc. Prices start at $58,700.
The Columbia Technical Institute in Arlington recently graduated a class of 206 adult students. Valentino Asuncion was valedictorian. John Herrity, chairman of the Fairfax County Supervisors, was the commencement speaker.
Vincent Charlton of Manassas, area representive for Ridge Homes, was honored recently at the firm's convention in Miami Beach. Ridge, a division of Evans Products Co., has produced 35,000 homes in the past 25 years. Most of them are shell homes whose buyers do much of the interior finishing work.

Rufus S. Lusk & Son Inc. has published a 628-page directory covering real estate and mortgage transactions in the District from 1973 through April 1980.
Chris Coile & Associates Inc., an Annapolis-based, multioffice real estate firm affiliated with Merrill Lynch Realty, said that its sales in June exceeded $35 million, a Coile record.
The Bethesda office of Shanon & Luchs reported it sold $6.5 million in real estate last month. Manager Charles Krogmann said that was $3 million more than a year earlier.
