Ginsburg to senior vice president in charge of loan production and real estate investments . . . The Northern Virginia Apartment Association is honoring leaders in its industry. Daniel Rose, of Rose Associates in New York, has been named recipient of the association's citizenship award for his role in developing the Pentagon City complex. Bert Raboy, president of Margate Management, has been named apartment manager of the year for his leadership in the field.
IN THE BUSINESS . . . Installation is complete on the 7,000-square-foot glass dome that caps the 14-story atrium of the new Vista International Hotel now under construction at 1400 M St. NW. The dome is designed to light the 120-foot atrium, which will contain a free-standing eight-story tower housing special designer suites and a lounge. The lounge, on the second floor, will be connected by walkways to two restaurants. The 413-room hotel is scheduled to open in February.
