Green, currently president of First Federal Savings and Loan of Jacksonville, Fla., and immediate past president of the league, will be responsible for legislative and regulatory policy development and government relations activities . . . Shannon & Luchs has named Barbara Stone manager of its new residential sales office in White Oak. IN THE BUSINESS . . . Gross sales of houses and condos totaled 2,100 in the Washington area in January, according to Housing Data Reports, up 38 percent from December and 34 percent from a year ago. In fact, the figures are the best Janaury total in a decade, HDR says. At the same time, the Northern Virginia Board of Realtors reports that in its area, at least, the boom continued through February, resulting in a 37 percent improvement over the first two months of 1982. The average price in Northern Virginia in February was $104,300; it was $104,552 last year . . . Better Homes Realty Inc. announces that Cardinal Realty Inc. is merging with Better Homes' Springfield location. The acquisition is Better Homes' eighth in two years, according to President Thomas G. Shafran. Robert L. Inman, president of Cardinal, and 25 sales associates will be joining Better Homes . . . The Montgomery County Board of Realtors will present Jeffrey Radowich and John Cogar Wednesday in a seminar on "Practical Tax Planning for the Realtor." For information, call 933-3200 . . . The D.C. Construction and permanent financing of $500,000 each has been arranged by National Capital Corp. of Washington for an offshore corporation that plans to build a 7,600-square-foot retail and office building on the west side of the 2400 block of Wisconsin Ave NW. in upper Georgetown.
