ON THE MOVE . . . International Business Machines has leased the entire 101,500 square feet of office space available at Hines Industrial's Woodmont Place in Rockville. The building, scheduled for occupancy Dec. 1, will house IBM's Information Systems Group, which oversees the company's marketing and field service divisions. An IBM official said the company chose the site because of its proximity to other area IBM facilities, mass transit and other services. IBM also recently leased 14,000 square feet at Capital Office Park in Greenbelt . . . In other substantial lease transactions recently, Defense Systems Inc., a defense contractor, has taken 19,000 square feet at the Westpark office complex in McLean, where Julien J. Studley is the exclusive agent. Studley also handled American Telephone & Telegraph's lease of 30,000 square feet at One Flint Hill in Fairfax. Systems and Applied Sciences Corp. took 12,000 square feet at 1764 Old Meadow Lane, McLean. Greenhoot Inc. represented the tenant; Tycon Leasing, the landlord. Phillips Corp., an Annapolis-based company specializing in industrial supplies and machine tools, has taken 12,500 square feet in the Rivers Corporate Park in Columbia. It plans to relocate several divisions now in College Park. Casey, Miller, Kornblatt & Burns Inc. handled the transaction.

Robert Enright Larson has been named president of Home Mortgage Access Corp., a subsidiary of the National Association of Home Builders that provides its members with access to a variety of mortgage financing plans by securing commitments from investors and lenders . . . Long & Foster Realtors has retained George Fulton, president of Fulton Research of Fullerton, Calif., to direct and expand the research department of Long & Foster's New Home/Condominium Division . . . The Washington chapter of the Society of Real Estate Appraisers has installed its new officers. They are: Donald L. Burke, president; Wilson S. IN THE BUSINESS . . . Siddall, Matus & Coughter Inc. has won a Silver Effie award for its advertising campaign on behalf of Reston Land Corp. Also, two of the agency's other campaigns, for the Blue Ridge Mountain resort and for Wintergreen, were finalists in the competition. Effies are awarded by the American Marketing Association, and are one of the few advertising prizes that take effectiveness into account as well as artistic merit . . . Weaver Bros. has been named exclusive leasing agent for 108 N. Alfred St. in Alexandria. The complex there consists of a four-story, hundred-year-old Victorian house that has been redone into 6,000 square feet of office space, and an addition with an equal amount of space . . . The Northern Virginia Board of Realtors has recorded an increase in home sales for the ninth month in a row. Nearly 2,000 homes were sold in the area last month, at an average price of $105,500 . . . Likewise, the Prince George's Board notes that sales in the county were up 57 percent from May of 1982, with May settlements totaling 582 . . . Battlefield Builders of Manassas reports that its Laurel Ridge development in Prince William has sold out all of its 22 houses in less than six months. The homes, mostly split-level and two-story colonials, were priced from about $80,000 to more than $120,000 . . . The Commercial Industrial Institutional Council of Washington is sponsoring a roundtable Wednesday on commercial development.
