University of Maryland students Steve Fellinger and Mike Richter will defend their title in the first big local amateur golf tournament of the season, the Belle Haven Four Ball, which starts Thursday.

They routed Jack Skilling and Matt Sughrue with eight birdies in 12 holes in last year's final, leaving Skilling to observe after the carnage, "That was buzz-saw city."

"We're looking forward to the Belle Haven," said Richter, hobbled by a toe injured when he kicked his car after it conked out for the third time in one week. "We hit balls about three hours every night at the Maryland driving range." Richter plays on the Maryland golf team; Fellinger has used up his eligibility.

In October, talented lefty Fellinger will try for his PGA Tour card. In November, he plans to marry Wesley Carter.

"Steve's got his work cut out for him this fall," said Richter.

The marriage would bring Fellinger into a golf family, for Bobby Morris and Rob Viner, who carved out fine area junior records, are married to Carters.

Former U.S. Amateur champ Vinnie Giles again will team with the tournament's cochairman, Dave Wysong. They shot 76 last year and missed all four flights.

For the first time in the 31 years of the event, Bobby Brownell and Ralph Bogart are not paired. Brownell will pass because of an eye injury and Bogarrt will team with son Bruce.

Other strong, teams entered are Marty West and Fred Von Bargen, Henri deLozier and Perky Cullinance, and Sam Wallace and Sam Wallace Jr.

Frank Emmet, still chipper at 79 and in his 52nd year as head of the area junior program, Friday received the President's Medal for his contribution to youth. It was presented by Brother Charles E. Gresh, president of St. John's High School.

Deadline is May 15 for entries in the Women's U.S. Amateur Public Links area qualifying June 4 at Reston South. Further information may be obtained from Argyle Crump, 415 Queen St., Alexandria, Va. 22314.
