Phoebe's Phancy responded to the strong urging of jockey Joe Imparato in yesterday's $30,000-added All Brandy Handicap at Laurel to collar heavily favored Jameela approaching the finish line and post a neck victory in the stakes record time of 1:35 1/5 for a mile. Caught In Amber hung on for third position, narly two lengths back.

Jameela, highweighted at 124 pounds, was sent up to challenge for the lead at the head of the stretch, but Phoebe's Phancy was in high gear on the outside. At the finish, the ninepound weight difference appeared to be the deciding factor.

Tack records contined to fall. Skipper's Friend eclipsed the old mark of 1.34 3/5 for the mile by two-fifths of a second. And Secret Emotion, a 3-year-old filly, snapped the mark for six furlongs, running the distance in 1:09. The old mark was 1:09 1/5.Laurel President John Mooney attributes the fast times of the past week to a "frozen track bottom," despite 50-degree temperatures.

Phoebe's phancy paid $13.20 to win and put her earnings for the year above $60,000 for owner Dr. Edgar Berman of Stevenson, Md.

Laurel maintained its rise in betting volume; 12,579 bet $1,754,390, an increase of 5.1 percent over this date last year.
