In the other semifinal, Eddie Jordan of the Los Angeles Lakers led a fourth-period rally to pace Smirnoff to a 138-130 victory over the Big M Trotters.
The winners meet for the championship at 4 p.m. today at Dunbar.
Davis, a second-round draft pick out of Vanderbilt, scored a team-high 23 points on a variety of perimeter jump shots and quick moves to the basket.
Mahorn, who probably will be the Bullets' starting center in his second pro season, was effective inside, with 22 points, seven rebounds and six blocked shots. Bullet free agent Ed Odam added 19 while Enos Hill led the losers with 23.
Jordan scored 16 of his 37 points in the fourth period to help Smirnoff overcome a six-point deficit.
The 6-foot-2 guard from Carroll High School dazzled the crowd with several look-the-other-way passes and soft jumpers. Teammate Dudley Bradley also scored 37.
