Russ Francis, New England's former all-pro tight end who retired from the New England Patriots last summer, confirmed last night that he wants to return to the game, preferably with a West Coast team.

"I'd like to go back and play," Francis said in a television interview in Honolulu. "I enjoyed the offseason I had and now it's possibly--just maybe--time to go back and play."

Francis said the Patriots had been talking to the Oakland Raiders, San Francisco 49ers and Los Angeles Rams about a possible trade.

A new rumor on Baltimore Colts quarterback Bert Jones going to the Los Angeles Rams. The Rams, according to the Baltimore Evening Sun, are offering Vince Ferragamo, who has passed through Canadian Football League waivers, to Chicago for the Bears' No. 1 pick in next week's draft. They would send that pick and other considerations to the Colts for Jones . . . The National Labor Relations Board has issued a formal complaint against the NFL's Management Council for refusal to supply the NFL Players Association with copies of all league radio and television contracts and player contracts. The complaint directs the council to appear at a June 21 hearing before an NLRB administrative law judge . . . Cardinals defensive end Kirby Criswell was indicted in St. Louis by a federal grand jury on charges of conspiracy to manufacture and distribute amphetamines.
