George Allen, president and coach of the Chicago Blitz, will have to abide by the United States Football League's territorial draft regulations or face expulsion from the new league, a co-owner of the Los Angeles franchise said yesterday.

Bill Daniels, whose franchise lost a chance at Tim Wrightman when the tight end out of UCLA, one of the schools in its draft territory, signed with the Blitz, said, "We're well aware of George Allen and aware how he thinks. And, in this league, we are all going to follow the same rules, including George Allen, or he's not going to be in the league -- it's that simple." Allen, earlier this month was called before the league's competition committee because of concern by club owners that he was attempting to sign players in their draft territory, as he had signed Wrightman.

After signing Wrightman, Allen agreed to make amends to Daniels' franchise, which was then located in San Diego . . .

Roger Carr, Baltimore's disgruntled veteran wide receiver who wants to be traded, was suspended yesterday for the second time in three weeks by the Colts for "conduct detrimental to the ball club," a team spokesman said. Carr, who returned to practice Tuesday afternoon in street clothes, walked out onto the practice field yesterday morning in red shorts, rather than the team's blue colors. He had a brief discussion with Coach Frank Kush before he was ordered off the field and suspended. "Unless we've changed the colors of this ball club, he was out of uniform," said Kush . . .

Former Miami Dolphin running back Eugene (Mercury) Morris was among five men arrested yesterday on cocaine-trafficking charges, investigators said. The arrests were made at Morris' home in South Miami, where police confiscated two pounds of the drug and a shoebox filled with $50 and $100 bills . . .

New England running back Sam Cunningham will be out at least four weeks after undergoing minor knee surgery yesterday . . .

The Pittsburgh Steelers have traded veteran defensive back J.T. Thomas, 31, to the Denver Broncos for an undisclosed draft choice.
