Houston quarterback Lionel Wilson ran four yards for a touchdown and Mike Clendenen kicked the extra point with 1:30 to play to give the Cougars a 21-21 tie with Baylor in a Southwest Conference game yesterday in Waco, Tex.

Lineman T.J. Turner of Houston, who earlier had recovered a fumble, blocked a 50-yard field goal try on the last play of the game.

Turner's fumble recovery was the game's big play. Baylor led, 21-0, when Allen Rice of Baylor was tackled inches short of the Houston goal in the third period. Rice stretched his arms out to get the ball into the end zone, then lost the ball. Turner covered it and linesman Charles Caraway ruled fumble, no touchdown.

"I thought I was in," Rice said. "The runner lost control of the ball before he crossed the plane of the goal," Caraway said. "I can't say what I'd like to say," Coach Grant Teaff of Baylor said.

Videotape replays didn't help.

Baylor is 2-1-1 overall and 1-0-1 in the league, Houston 1-2-1 and 0-0-1.

Texas 34, Rice 7: Todd Dodge ran for a touchdown and his passing kept Texas from looking too sluggish in the SWC game in Houston.

Texas (3-0) held Rice (0-4) scoreless for three quarters and used its reserves effectively.
