National Sports Festival -- National champion long jumper Carol Lewis is out of the competition and LSU junior Sheila Echols is in, The Athletics Congress ruled. Lewis originally deferred a decision on whether to compete in the 12-day festival that begins competition on July 24, then decided she wanted to jump. But it was ruled she was too late. FOOTBALL

San Diego Chargers -- Released seven veterans: LB Ray Preston, RB Jewerl Thomas, TE Ron Egloff, DB Ken Greene, DB Bob Gregor, DB Reuben Henderson and DB Andre Young; signed RB Earnest Jackson, last year's AFC rushing leader.

Seattle Seahawks -- Signed DE Mike Fanning for the upcoming season.

Chicago Bears -- Signed WR Ken Margerum to a two-year contract with an option for a third year.

Detroit Lions -- Signed sprinter Jason Grimes, who has never played organized football, to a series of one-year contracts as a free agent WR.

Los Angeles Rams -- Signed free agent RB Charles White, former Heisman Trophy winner at Southern California; asked waivers on RB Dwayne Crutchfield. BASEBALL

Cincinnati Reds -- Sent RHP Jay Tibbs (4-11, 4.81 ERA) to Class AAA Denver, calling up LHP Bob Buchanan.

Chicago White Sox -- Bought the contract of OF Mark Ryal from AAA Buffalo and reoptioned OF John Cangelosi to Buffalo.

Boston Red Sox -- Placed RHP Roger Clemens on the 15-day DL (inflammation in his throwing shoulder).

San Diego Padres -- Called up RHP Roy Lee Jackson (acquired from Baltimore in the Alan Wiggins deal) from AAA Las Vegas and sent RHP Luis DeLeon to the same club.
