St. Louis Cardinals -- Placed 1B Jack Clark on 15-day DL and called up RHP Todd Worrell from Class AAA Louisville to take his roster spot. Clark strained muscles in his lower left side while batting against Atlanta Saturday. He is hitting .281 with a team-high 21 homers. His 84 RBI are second on the club to Tom Herr's 87.

Toronto Blue Jays -- Negotiating to purchase Niagara Falls (N.Y.) White Sox of the Class A New York-Penn League, with plans to move the baseball franchise to a Canadian city next season, perhaps St. Catharines or Hamilton. FOOTBALL

Portland Breakers (USFL) -- John Ralston, president of the team and generally regarded as a founder of the league, has been fired by owner Joe Canizaro. Ralston was replaced by Jack Galmiche, the Breakers' vice president. COLLEGES

Texas -- Named Ken Dabbs, who made his name at the university by recruiting Earl Campbell, as its new assistant athletic director for operations.

Big Ten Conference -- Bob Wortman, supervisor of basketball officials for the Mid-American Conference and a 26-year veteran of major college officiating, was named the Big Ten's supervisor of men's basketball officials.

Northwest Conference of Independent Colleges -- Conference's formation was announced. Its members are Lewis and Clark, Linfield, Pacific University, Pacific Lutheran, Whitman and Willamette. HOCKEY

Philadelphia Flyers -- Coach Mike Keenan, named the 1984-85 NHL coach of the year after his rookie season, says the Flyers have renegotiated and extended his original three-year contract. Hartford Whalers -- Signed free agents John Newberry, a center, and Peter Dineen, a defenseman, to one-year contracts. BASKETBALL

Atlanta Hawks -- Signed guard John Battle of Rutgers and McKinley Tech to a multiyear contract.
