Ernani Bernardi, a Los Angeles city councilman, has filed a lawsuit asking that the Raiders' move to Irwindale, Calif., be blocked on grounds it violates state laws regarding the use of municipal funds. The suit asks that the Raiders be ordered to return $10 million in cash advanced to the team by the city of Irwindale and that another $10 million forthcoming be withheld, Bernardi said.

AUTO RACING Tim Richmond, the veteran NASCAR driver, reportedly will compete no more this season. Richmond is continuing to recuperate from a bout with pneumonia, which he contracted last winter.

HIGH SCHOOLS In Tyler, Tex., a bolt of lightning injured seven high school football players, one of them critically. Micah Alan Zapata, 15, was listed in critical condition in the intensive care unit at Medical Center Hospital after suffering cardiac arrest when he was struck by lightning, said a hospital spokeswoman. In Raleigh, N.C., a soccer team that has not lost since 1982 extended its unbeaten streak to 100 games Tuesday night. Sanderson High School, led by Andy Coats' three goals, trounced Garner High, 8-0, to reach the 100 mark; the unbeaten streak includes seven ties.
