The D.C. Baseball Commission vowed yesterday at its monthly meeting to stimulate widespread interest as decision-making time about NL expansion nears.

The commission tentatively planned for a letter-writing campaign to members of Congress aimed at creating support for Washington's bid to gain a team and implementing an idea of photographing the representatives with local Little League clubs as a promotional tool.

The commission has had 30,000 bumper stickers and 15,000 brochures produced, and handouts may begin at Saturday's flag football game between ex-Redskins and ex-Cowboys at RFK Stadium.

"It's time for us to get moving," said the commission's chairman, Councilman Frank Smith (D-Ward 1). "The big crunch for this is going to take place in the next 60 days."

He said he has been in contact with "some of the principals" of a developing D.C. ownership group. "They're not ready to surface yet," he said. "It's {the commission's} job to make sure everything else is in place when they surface."


Former Cincinnati Reds pitcher Don Gullett, 39, is home in Maloneton, Ky., recovering from triple-bypass surgery last week at Cleveland Clinic.


The Royals released RHP Richard Dotson after activating RHP Storm Davis from the DL. . . . The Pirates put RHP Bob Walk on the 15-day DL because of a strained right groin muscle. Up from Buffalo is RHP Mark Ross, 33, a reliever. . . . St. Louis removed RHP Danny Cox from a 30-day rehabilitation assignment at Louisville and put him back on the 60-day disabled list. He has not pitched since elbow surgery before last season. . . . The Yankees put OF Claudell Washington on the 15-day DL with a sprained right thumb, and recalled 3B Mike Blowers from Columbus.
